  15. As with any modem manufacturer, Cardinal does not use RPI in ALL of their 
  16. modems- only some of them (if any- I don't know), the cheaper ones. You must 
  17. check the model number. The other possibility (besides a busy computer on the 
  18. other side) is that the phone line quality is poor and the modem is retraining 
  19.  or falling back (which takes much less time than retraining) to a slower 
  20. speed. If the modem firmware is written poorly, it couldn't bounce up and down 
  21. (with the delay) causing a much slower transfer than if it stayed lower in the 
  22. first place. Once again, I do NOT know the modem or if this IS the problem.
